KUANTAN: The Pakatan Harapan government will introduce a new mechanism to disburse federal funds for development in the opposition-led states.
Economic Affairs Minister Datuk Seri Mohamed Azmin Ali said the approach was to ensure that people in all 14 states in the country enjoy equal progress.
“There are states which are still lagging (in term of development) and some are run by the opposition. We want to be an equal and fair government for all including those in Pahang, Perlis, Kelantan and Terengganu which are helmed by Barisan National and Pas.
“We want to fine-tune the method on how the funds are distributed and avoid any leakages.
“A fitting mechanism is being looked into to ensure transparency, so that development can be enjoyed by the people including those in the rural areas,” he told reporter after his ‘New Malaysia’ speech at Indera Mahkota here today.
Earlier in his speech, Azmin said the Pakatan Harapan presidential council which met today discussed on the need to fine-tune the mechanism so that federal funds could be distributed equally to the four opposition-controlled states.
Azmin, who is also PKR deputy president, said Prime Minister Tun Dr Mahathir Mohamad scrutinised the proposal to ensure the mechanism would be different to how it was before.
“Previously the Terengganu oil royalty was distributed to the people as “wang ehsan” (compassionate payment). The mechanism was not transparent and flawed.
“We do not want anybody to have the power on the federal funds as they are meant for the people,” he said.
Azmin said another proposal in the pipeline was to allow the people to have a voice in deciding on the kind of development they want in their respective areas.
“A process of democracy enables the people to exercise their rights effectively through town hall sessions. In Selangor for example, the residents association, the Village Development and Security Committees (JKKK) and the youth movements can decide how they want to spend 20 percent of the amount received by the local council.
He said the proposal would subsequently be decided at cabinet level.
